Warning

Event

Environmental activists are continuing to protest on the Lachin-Xankendi Highway (also known as the Goris-Stepanakert Highway) near Shusha on Dec. 13; the action has led to the route's closure. Organizers are denouncing the alleged illegal exploitation of gold and copper deposits in areas patrolled by the Russian peacekeeping force in Nagorno-Karabakh. Additional Russian peacekeepers have been deployed to the area.

The road blockade may persist over the coming days, and fresh protests may occur in the coming weeks if peacekeeping authorities fail to create conditions for the Azerbaijani government to monitor mining activity within areas of Nagorno-Karabakh outside Baku's direct control. Demonstrations typically occur on the aforementioned highway. Increased security and localized transport disruptions will likely persist. Violence is not anticipated.

Advice

Monitor trusted local media for updates on road travel disruptions and future protest plans, as organizers may not announce them in advance. Allow additional travel time near the protest site. Follow all security and traffic advisories.
