Bangladesh: Heightened security measures in Dhaka for Ashura procession September 10

The Dhaka Metropolitan Police (DMP) have announced increased security measures in Dhaka on Tuesday, September 10, to facilitate the peaceful observation of the tenth day of the Islamic month of Muharram, which is known as Ashura. A Tazia procession is expected to begin in Hossaini Dalan, as well as in other areas of the capital, in the evening (local time) on Tuesday. Additional security measures expected on Tuesday include the deploying of extra police officers throughout the capital, installation of closed circuit camera televisions, and full body and bag checks prior to joining the procession. 

Transportation disruptions, including delays and road closures, are to be expected in areas surrounding the procession. Additional processions and activities are likely in major urban areas throughout the country. 

Context

Muharram is a month of remembrance for Muslims, who mourn from the first night of Muharram and continue for ten nights, culminating with a large procession on the 10th of Muharram, the Day of Ashura. In Pakistan in 2019, the period begins with the Islamic New Year on August 31, with Ashura observed between the evenings of September 9 and September 10.

As a precautionary measure, individuals in Dhaka and Bangladesh more generally, are advised to avoid public gatherings, marches, and processions due to the risk of violence, anticipate transportation disruptions, and adhere to any instructions issued by local authorities. Those traveling in Dhaka are advised to budget additional time to reach their destinations.
