The Colombian government issued a draft decree on Monday, November 18, for specific security measures to be implemented on Thursday, November 21, when several unions and civil society groups are due to hold nationwide protests and a general strike. According to the decree, local authorities will be allowed to implement curfews and restrict civil movements. It also says that Colombia's borders will close for 24 hours starting from 00:00 (local time) on Thursday. The decision may spark additional spontaneous protests in the coming days. On Thursday, the Central of Unitary Workers (CUT) is planning a general strike and nationwide opposition protests to demand labor and pension reforms. Air traffic controllers have announced that they will participate in the strike, with staff attending an assembly from 06:00 to 10:00. Flight disruptions, such as delays and cancelations, are expected throughout the day, as well as residual disruptions following the strike. Protests are scheduled in Cartagena, Cali, Medellín, and Bucaramanga, and Bogotá, where protests are expected to begin at 09:00. While specific protest locations were not immediately announced, gatherings and mobilizations are expected in all major urban areas.

A heightened security presence and associated transportation disruptions are to be expected in the vicinity of all protests. Clashes between security forces and protesers cannot be ruled out.
