New Caledonia: Locals rallying, clashing with security personnel in Noumea Dec. 7

Activists protesting, clashing with officials in Noumea, New Caledonia, Dec. 7. Tight security measures ongoing. Disruptions likely.

Warning

Event

Locals opposed to the sale of mining company Vale NC's assets in New Caledonia are protesting in Noumea Dec. 7. Rallies occurred earlier at the Port of Noumea, where activists reportedly burned vehicles and tires, and Vale NC's facilities. Other possible demonstration sites include the French High Commission, Congress of New Caledonia, South Province government offices, and Goro Mine. Opponents of the sale have also erected roadblocks in parts of South Province; activists have previously blocked several roads, including sections of the Mont-Dore Expressway, Territory Route 1 (RT1), and main roads into Noumea. Protesters have also clashed with security personnel, though there have been no reports of injuries.

Officials will probably continue to maintain tight security measures at protest sites and likely rally locations through early Dec. 8. Localized transport and business disruptions are likely. Officers will probably break up any significant roadblocks. Additional clashes are possible if police forcibly disperse any action.

Context

A coalition of civic, political, and indigenous groups, including the Kanak and Socialist National Liberation Front (FLNKS) and the Indigenous Customary Negotiating Body (ICAN), opposes the sale of Vale NC's assets in the territory to the latest potential buyer. Organizers fear the purchase will lead to offshoring of smelting activity or ore-only exports, potentially cutting jobs. The coalition is attempting to pressure Vale NC to continue negotiations with local company Sofinor and its partner Korea Zinc. Groups have held demonstrations in parts of South Province in recent weeks over the sale of the mine. Leaders have threatened to escalate their actions further if the companies reach a deal, and calls for additional protests and general strikes remain possible.

Advice

Avoid protest sites and likely rally locations due to security measures, disruptions, and possible further clashes. Seek updated information on protests, as organizers may not announce specific plans in advance. Confirm business appointments near rallies. Plan for localized transport disruptions; check road conditions before traveling between Noumea and other locations in South Province, and allow additional time to reach destinations. If violence occurs nearby, immediately depart the area and seek shelter in a non-governmental building. Heed all official security and transport advisories.
