New Caledonia: Protests over planned mine sale likely to continue in South Province and other locations into at least mid-February
Protests likely to continue in New Caledonia, especially South Province, into at least mid-February. Localized disruptions likely.
Event
Protests over the planned sale of mining company Vale's assets and related political controversies will likely continue in New Caledonia, especially South Province, through at least mid-February. Disagreements over the controversial sale, which has prompted numerous protests, have led to the government's collapse; lawmakers plan to vote on Feb. 17 to form a new government. Additional demonstrations are likely to occur near Vale facilities, town halls, and prominent squares or traffic circles in South Province; previous actions have occurred in Mont-Dore, Paita, La Conception, La Foa, Bouloupari, and La Coulee. Demonstrations have also taken place in Paagoumene and Kouma in North Province. Additionally, activists may block mining sites, including some Societe Le Nickel (SLN) locations, in the territory.
Ground transport disruptions are likely near all demonstrations. Participants may stage roadblocks. Some individuals have set fire to Vale facilities during previous protests. Further incidents of arson or vandalism could occur.
Authorities will almost certainly continue maintaining an increased security posture near potential protest sites, especially government buildings and Vale facilities. Police will probably establish checkpoints near sensitive locations. Officers have used tear gas to disperse protesters during some earlier actions. Clashes are possible.
Advice
Avoid likely protest sites due to the potential for clashes. Seek updated information on protests as organizers may not announce specific plans in advance. Confirm business appointments near rallies. Plan for localized transport disruptions; check road conditions before traveling between Noumea and other locations in South Province or near mining sites nationwide and allow additional time to reach destinations. If violence occurs nearby, immediately depart the area and seek shelter in a non-governmental building. Heed all official security and transport advisories.
