Afghanistan: Hezb-e-Islami holding protests in multiple cities April 9
Hezb-e-Islami rallies reported in multiple cities in Afghanistan April 9. Increased security likely; disruptions, clashes possible.
Event
The Hezb-e-Islami Gulbuddin (HiG) party is reportedly holding protests in Herat city and Jalalabad, in Herat and Nangarhar provinces respectively, April 9. Participants are demanding the formation of an interim government and the implementation of an immediate nationwide ceasefire, among other things. Specific locations of the gatherings are unclear; hundreds of people are participating in protests. HiG leaders previously held a related protest in Kabul April 2. Additional rallies are likely at government buildings and public squares in other urban centers in the coming days; demonstrations are typically held after Friday afternoon prayers.
Security personnel will likely monitor protests and may try to break up especially disruptive rallies. Clashes between security forces and protesters are possible, especially if police forcibly attempt to disperse demonstrators. Protesters may march along or block roadways, causing localized transport disruptions.
Context
The HiG is a political party and former insurgent outfit that was allied with the Taliban prior to a 2016 peace deal between the group and the Afghan government. The HiG was active during the war against the Soviet Union and its Afghan government allies in the 1980s. Although it is now formally committed to peaceful political activity, the HiG could revert to armed militancy if political and security conditions continue to deteriorate in Afghanistan. HiG leader Gulbuddin Hekmatyar has threatened to expand protests to additional areas if the government refuses to grant political concessions.
Advice
Heed all traffic and security advisories. Exercise caution near government buildings. Monitor local media sources for updates on protests and road conditions, as organizers may not announce details in advance. Avoid protests due to possible skirmishes. If violence breaks out, leave the area immediately. Follow all instructions from security personnel. Allow additional travel time near rallies.
