Additional protests and increased security are likely in Mangaung, Free State Province, over the coming days following a shutdown strike that occurred in the metropolitan municipality May 17. Organized by the civil society group Mangaung Concerned Residents, the purpose of the action was to demand the removal of the Mangaung Metro Council for failing to complete public works projects. The shutdown prompted significant business and transport disruptions; participants blocked at least 15 roads with burning tires and rocks. Moreover, the event was marred by sporadic acts of violence with seven persons being arrested for public violence and one youth being shot and killed by a security guard when protesters attempted to attack a local warehouse.

Organizers have already begun circulating plans for further action via social media. On May 18, activists will begin gathering at a number of locations starting at 07:30, Batho Hall, Lengau Training Centre, Dr. Belcher Road, Dewesdorp Road, the Lemo Mall traffic lights, and the M6 and N8 roads. Taxi drivers and the Interstate Bus lines will reportedly suspend services during these gatherings. Although no groups have as yet announced specific plans for demonstrations beyond May 18, further protests cannot be ruled out.

Significant business and transportation disruptions are likely to persist in Mangaung, particularly in Bloemfontein, until the demonstrations abate. A heightened police presence is almost certain near any protest site. Localized clashes between protesters and police are possible.

Avoid demonstrations due to possible violence. Monitor local media or check with contacts on road conditions, as organizers may not announce roadblocks in advance. Leave the area at the first sign of a confrontation and seek shelter in a nongovernment building . Obey all official instructions.
