MENA: Shi'a Muslims to observe Arbaeen Sept. 27-28

Shi'a Muslims across the Middle East and North Africa (MENA) region will observe Arbaeen, Sept. 27-28. Arbaeen is observed 40 days after Ashura, which commemorates the martyrdom of Imam Hussein bin Ali at the Battle of Karbala in 680. Shi'a Muslims hold commemorative funerals and other events marking the event. MENA's Shi'a-majority countries of Iraq, Iran, and Bahrain will organize and hold large commemorative events.

Millions of pilgrims typically gather in the Shi'a shrine city of Karbala, Iraq. However, authorities have placed restrictions on the number of foreigners that can attend this year's events due to COVID-19.

Authorities will almost certainly deploy thousands of security forces to Karbala and other cities that will hold commemorative events. There is an increased threat of attacks by Sunni militants who have previously attacked significant Shi'a religious gatherings. Increased security will result in transport disruptions.

Advice

Adhere to local cultural customs; limit photography, and avoid sensitive topics of discussion, including religious or political issues. Reconfirm existing reservations and business meetings. Unless participating in the Arbaeen observance, strictly avoid Shi'a religious sites, congregation venues, procession routes, and the surrounding areas due to the likelihood of attacks. Consider avoiding Shi'a-majority neighborhoods during the observance.
