Uruguay maintains COVID-19 restrictions unchanged as of Oct. 4; easing of travel restrictions scheduled for Nov. 1.

As of Oct. 4, authorities in Uruguay are maintaining COVID-19 international travel restrictions unchanged, compared to those in place since September. Authorities plan to reopen the country's borders to all fully vaccinated international travelers Nov. 1.
Until the updated measures take effect Nov. 1, current directives prohibit most nonresident foreign leisure travelers from entering Uruguay. Entry is largely limited to citizens, legal residents, and property owners, including foreigners. Foreign nationals may be granted temporary entry for family reunification, humanitarian, economic, or judicial purposes subject to prior approval. Aircraft and ship crews may also enter the country. Brazilian nationals residing in border areas may enter if they remain in the border cities in which they arrive. Cargo transport, humanitarian flights, and repatriation flights are exempt from the entry bans and are operating normally.
All arriving passengers must present a negative result from a COVID-19 RT-PCR test taken within 72 hours before departure for Uruguay. Travelers must also present medical insurance with COVID-19 coverage and an affidavit confirming the absence of any COVID-19 symptoms and that they have not been in contact with a suspected or confirmed case of COVID-19 in the 14 days before departure.
Individuals entering the country must complete a seven-day quarantine period; exceptions are in place for fully vaccinated travelers who received their final vaccine dose at least 14 days and no more than six months before arrival and those who tested positive for COVID-19 at least 20 days and no more than 90 days before departure for Uruguay and have since recovered. Travelers who are required to self-isolate and those who plan to stay in the country for more than seven days must take a second COVID-19 test on the seventh day to end their quarantine period or undergo an additional seven days of self-isolation.
Domestically, authorities maintain certain capacity limits for parties and large public events.
Authorities could further tighten, ease, or otherwise amend any restrictions with little-to-no notice depending on local disease activity. Targeted local measures could be enforced in some areas assessed to be high risk.
