Authorities have eased COVID-19 restrictions and are enacting level 2 measures in Metro Manila through Nov. 21. Level 2 restrictions are the second-lowest in the five-tier alert level system of COVID-19 protocols in Metro Manila. Government agencies can now operate at 50 percent capacity. Most indoor and outdoor businesses may open at 50 and 70 percent of capacity, respectively. Some businesses, such as casinos and gaming establishments, remain suspended. Intrazonal and interzonal travel can occur, except in local government units (LGUs) with more stringent protocols. Facemasks remain compulsory in public spaces.

Authorities may impose localized lockdowns in LGUs with high COVID-19 activity at short notice. Restrictions in these areas typically include suspending entry and exit from the localities and banning nonessential activities.

Increased security measures are likely to continue across Metro Manila. Lingering business and transport disruptions are possible.
