Timor-Leste: Officials to maintain increased security in the lead up to the second round of the presidential elections nationwide April 19 /update 1

Timor-Leste to maintain tight security in the lead up to the second round of the presidential elections nationwide April 19.

Warning

Event

Timor-Leste authorities will likely maintain heightened security measures nationwide in the lead up to the second round of the presidential elections between Ramos Horta and the incumbent Francisco Guterres (Lu Olo) April 19. The candidates will stage rallies across the country; the largest events will probably be in urban centers like Dili and the capitals of municipalities.

The police will likely deploy additional personnel around rallies, the offices of the election commission CNE, campaign headquarters of presidential candidates, polling stations, and counting centers. Localized transport and business disruptions are probable due to the events and security protocols. While widespread unrest is unlikely, isolated and impromptu protests could occur during or after the election day, especially if voters suspect fraud or if security forces violently disperse any rally.

Context

The first round of the elections occurred March 19 with 16 candidates. The top two candidates were Horta and Guterres, who received around 45 and 22 percent of the votes, respectively; as no candidate got an outright majority in the first round, a runoff election will take place. International observers, including those from the EU, will remain in the country to monitor the second round of the elections.

Advice

Avoid any election events, and exercise caution near election commission offices, polling stations, and counting centers. Seek updated information from local sources for updates on election events as organizers may not announce details in advance. Use alternative routes to avoid election-related events; allow additional time to reach destinations. If any violence erupts nearby, immediately depart the area and seek shelter at a non-governmental building. Always carry valid travel documents and heed authorities' instructions; maintain a non-confrontational stance if stopped by officials for checks. Heed all official security and transport advisories. Confirm all appointments April 19.
