Warning

Event

Authorities announced June 20 that Al-Qaeda-linked Katiba Macina militants attacked Diallassagou, Dianweli, and Deguessagou villages in Bankass Cercle, Mopti Region, overnight June 18-19. The attacks left at least 132 civilians killed. Additional localities may have been targeted, while reports also suggest that the attackers kidnapped an unspecified number of people. The attacks may have been carried out as reprisal after locals reportedly provided intelligence to security forces, though this cannot be confirmed.

Further such attacks remain likely in the short term.

Context

The security dynamic amid the French/European security force withdrawal may provide more space for regional militants to conduct attacks, hurting the already poor security environment. Insecurity is prevalent across the country. Islamist militants conduct attacks on a regular basis. Despite continued security operations, armed groups continue to demonstrate a capability to strike civilians and security forces. The security situation is further undermined by local rivalries and sporadic communal violence and lawlessness, and banditry.

Advice

Exercise a high degree of vigilance due to the threat of violence. Conduct travel during daylight hours with a security escort and only following a review of the route. Heed all official directives. Maintain contact with diplomatic representations.
