Informational

Event

A kidnapped German national was released following a security force operation in Puerto Escondido, Oaxaca, Sept. 20. The victim was abducted and detained in the town's Los Olivos area Sept. 8. The kidnappers demanded an MXN-1 million (USD 50,000) ransom from her family for her release.

Context

There is a high threat of kidnapping in Mexico and a moderate threat in Oaxaca. The threat extends to both foreigners and locals; however, locals are more likely to be targeted. The most common types of abduction in Mexico include basic opportunistic kidnap-for-ransom, express kidnapping, and virtual kidnapping. Criminal organizations have infiltrated police forces in certain areas, and many officers are complicit in kidnappings. For this reason, many abductions go unreported for fear of retaliatory attacks.

Advice

Maintain a low public profile and do not show outward displays of wealth, particularly if traveling alone. Do not discuss plans and routes publicly. Vary routes and times of travel. Maintain contact with diplomatic representations.
