A unit of the Malian Armed Forces (FAMa) allegedly supported by fighters from Russia's PMC Wagner Group reportedly killed at least 13 civilians during a security operation targeting the village of Guelledje in the Mopti Region's Tenenkou Cercle Oct. 30. The operation also ended in the arrests of several suspected jihadist militants. While the area is known for militant activity, the Malian military has denied accusations levied by local officials of having caused civilian fatalities.

Further security operations are possible in the foreseeable future considering the prevalence of militant activity in central Mali. Such operations may occur with little or no warning. Militant jihadist groups may engage in armed attacks against security personnel and civilian populations. Authorities may impose further security measures, including movement restrictions, checkpoints, and vehicle searches.

Context

The Russian company PMC Wagner Group has been operating in Mali since December 2021 to assist the nation's armed forces in their fight against Islamist militancy. However, local community leaders and international groups have raised numerous allegations of human rights abuses by the Malian military and fighters deployed by the Wagner Group, asserting that they are targeting civilians more frequently. Nevertheless, due to the secrecy that generally clouds the Wagner Group's operations, it is very difficult to independently confirm specific incidents in which the organization has been involved.

Exercise a high degree of caution if operating in central Mali; strictly heed the instructions of local authorities. Maintain a very low profile, restrict nighttime movements, vary routines, and move in guarded convoys. Minimize exposure to potential targets, including places of worship, security installations, markets, and other crowded locations. Carry proper identification and travel documents at all times.
