The US Embassy in Myanmar has issued a security advisory for Yangon Central Business District amid reports of officials restricting traffic to facilitate Independence Day parade rehearsals and events Jan. 1-4. Security forces plan to close parts of Pyay Road along the Bagaya and Pyi Htaung Su Yeik Tha roads beginning 00:01 Jan.1-09:00 Jan. 2 to conduct a military parade rehearsal. The same areas will be closed off 00:01 Jan. 3-09:00 Jan. 4; the official parade commences 04:20-08:00 Jan. 4 near the Yangon Regional Government building and will conclude at the People's Park. US Embassy officials estimate the event will draw 500 participants.
The Tatmadaw (Myanmar military) will almost certainly maintain a heightened security posture near the vicinity of the official parade and other potential events that occur. Anti-coup activists may hold nationwide demonstrations to denounce the Tatmadaw's ongoing rule; gatherings may occur near government buildings, public squares, and along major thoroughfares. Larger gatherings may attract hundreds of participants. Officials may use force to promptly disperse gatherings; authorities have used tear gas and live ammunition to quell previous rallies.
Officials may disrupt telecommunication or internet services in response to any potential perceived security threats. Isolated security incidents, including small-scale explosions targeting Tatmadaw forces, are possible by militant groups, such as the People's Defense Force (PDF). Armed clashes between the Tatmadaw and PDF, as well as armed ethnic insurgent groups, could also intensify over the coming days and weeks. Localized business disruptions are likely near sites hosting official events in Yangon Central Business District.
Context
The security situation remains volatile in Myanmar and will likely continue to deteriorate in the near term as neither side in the conflict is able to gain a strategic advantage. Fighting between the Tatmadaw and pro-democracy militants, such as PDF, remains largely concentrated in northern areas, especially Sagaing Region. Armed clashes are also a common occurrence in the eastern Kayah, Kayin, and Mon states. The military continues its use of drone and air strikes, especially in the southern Sagaing Region. The threat of violent attacks remains persistent in major cities, such as Yangon and Mandalay. Most attacks target military personnel and facilities, though the potential for collateral damage in a pre-planned or timed detonation remains high. Additionally, economic conditions and police negligence are likely to see crime further spike over the coming weeks.
Advice
Exercise extreme caution in Yangon. Strictly avoid government buildings, security installations, large concentrations of police and soldiers, or any demonstrations that may materialize. Monitor local developments, especially protest plans, closely, as organizers may not announce details in advance. If a rally forms nearby, immediately depart the area and seek shelter at a safe nongovernmental building. Stay away from windows. Do not record any Tatmadaw-related events or movements. Register and maintain contact with your diplomatic mission. Heed all official transport and security advisories.
