Pakistan: Authorities increase security in Peshawar, Khyber Pakhtunkhwa Province, through May 3

Authorities have implemented increased security measures across Peshawar, Khyber Pakhtunkhwa Province, through May 3. Without providing further details, officials have indicated that they received information about a possible threat to law and order. Security personnel have imposed Section 144 of the Pakistan Penal Code. Under Section 144, public gatherings of more than five people are prohibited, as are the possession and use of fireworks. Security personnel will enforce the measure under Section 188, which entails a maximum six-month penalty and/or fine.

Related demonstrations may occur despite the public gathering restrictions. Typical rally venues include prominent government buildings, press clubs, public squares, and thoroughfares. Authorities will almost certainly maintain a heightened security posture in Peshawar. Officials may expand the scope of the measures and/or institute enhanced security measures, such as roadblocks and telecommunication curbs, depending on the severity of the perceived threat. Associated localized transport and business disruptions may occur.

Context

A high terror risk continues across Pakistan. In late November 2022, leaders of the Tehrik-e-Taliban Pakistan (TTP) called off a ceasefire with Pakistani security forces. TTP leaders have since exhorted their members to carry out attacks across the nation in retaliation for security operations in several areas of Khyber Pakhtunkhwa Province.

A spike in militant attacks is possible over the coming months; the TTP typically targets Pakistani security forces in small-scale bombings, assassinations, and kidnappings in its stronghold areas. Other potential target sites include places of worship, crowded markets, transport hubs, and government and diplomatic buildings. Large attacks involving mass casualties are unlikely in major cities, but cannot be ruled out. Any attacks involving civilian casualties may prompt demonstrations, such as roadblocks, shutdown strikes, and sit-ins. Localized transport and business disruptions, as well as skirmishes, may occur during such demonstrations.
