Activists affiliated with the Haq Do Tehreek (Gwadar Rights Movement, or HDT) movement will likely continue their ongoing campaign of sporadic demonstrations in Gwadar, Balochistan Province, through at least early July. HDT leaders assert that the provincial government has reneged on its obligations under a 2021 agreement and that authorities fulfill their end of the accord.
Further demonstrations of varying types, including localized shutdown strikes, street marches, and blockades, are possible over the coming weeks. Typical rally sites include entrances and access roads to Gwadar Port, Gwadar International Airport (GWD), Gwadar East Bay Expressway, and Lala Hameed Chowk, as well as construction sites, government buildings, press clubs, markets, public squares, and main thoroughfares. The HDT also has a history of targeting China-Pakistan Economic Corridor (CPEC) projects; hence, protests could also occur near Chinese-owned facilities. Previous demonstrations over the same issues have attracted hundreds of participants.
Authorities will almost certainly monitor any rallies that materialize and may attempt to disperse overly disruptive crowds. Enhanced security measures, such as road closures or temporary restrictions on public movement, internet, and telecommunication services, cannot be ruled out. Clashes between activists and police are possible. Associated localized transport and business disruptions, as well as shipping delays, are possible.
Context
Created in August 2021, the HDT began to address several underlying grievances, including alleged excessive security checkpoints, illegal deep-sea fish trawling, and trade restrictions with Iran. Since 2021, demonstrations have sporadically occurred to pressure the government into implementing an agreement on which the HDT alleges both parties had reached a consensus. As a part of the movement, HDT supporters have also protested against an increasingly visible presence of various CPEC-related undertakings and have issued multiple warnings to Chinese nationals to depart the area.

Plan accordingly for localized business and transport disruptions, especially near Gwadar East Bay Expressway. Confirm business appointments, road status, and shipping schedules. Use alternative shipping methods for time-sensitive freight. Follow all instructions from security personnel.
