Tight security likely in Haldwani, India, through early February after Feb. 8 clashes leave dozens injured; curfew measures imposed in city.

Warning

Authorities will almost certainly maintain a heightened security posture in Haldwani, Uttarakhand State, through at least early February following unrest in the city Feb. 8. Activists held disruptive protests and clashed with security forces, with some demonstrators throwing stones and setting several vehicles on fire, after a mosque, which local officials allege was illegally constructed, was demolished in the city's Banbhoolpura area. Police officers, for their part, released tear gas in an attempt to disperse the demonstrators. The clashes injured dozens of people, including more than 50 police officers, according to some reports.

Electricity, internet, and business disruptions have been reported in the city following the outbreak of the unrest. Officials have deployed an increased security presence in the city and imposed an indefinite curfew in Banbhoolpura, closing roads leading to the area. The state government has also authorized security forces to use lethal force against individuals perceived to be participating in rioting. Additionally, authorities have reportedly suspended school classes in grades 1-12 in Haldwani through Feb. 9, citing safety concerns. Officials may impose further security-related restrictions on short notice over the coming days.

Further protests and clashes between demonstrators and police cannot be ruled out in the city over the short term. Lingering transport and business disruptions are likely in areas that are subject to protest activity and heightened security measures, especially in areas under curfew orders.

Exercise increased caution if operating in or near Haldwani through at least early February. Avoid all demonstrations as a precaution. Depart the area at the first sign of any security disturbance. Plan accordingly for business and transport disruptions. Maintain contact with your diplomatic mission. Heed all instructions issued by local authorities, including curfew measures.
