Emergency response reported after air strikes in Kharkiv, Ukraine, Sept. 1. Heightened security, further attacks likely.

Critical

Authorities are responding to Russian missile strikes in multiple areas of Kharkiv on Sept. 1. According to emerging reports, at least 10 explosions have taken place in the city. A shopping center was struck in the city's northeastern Saltivskyi district, injuring 22 people. Explosions were also reported at the Kharkiv Palace of Sport in the Nemyshlianskyi district and near the Hydropark in Kyivskyi District. The strikes also impacted several vehicles and a residential area. Authorities have reported 41 wounded thus far. Significant structural damage is highly likely. Casualty figures could rise as the emergency response continues.

Authorities will likely maintain heightened security measures near affected areas over the coming hours. Localized ground transport and business disruptions are probable. Medical service disruptions are likely as local medical facilities work to treat casualties and damage to hospitals, which may reduce operational capacity. Utility outages are also expected in the aftermath of the strikes. Further strikes are likely.

Avoid any areas affected by military strikes until authorities give the all-clear. Shelter in place if there are strikes in your area. Stay away from windows and exterior walls if officials report incoming projectile fire. Reconfirm planned medical appointments. Follow the instructions of local security personnel, especially when instructed to seek refuge in air-raid shelters. Maintain contact with diplomatic representations. Do not approach suspected unexploded ordnance.
