Authorities are increasing security measures in Bhubaneswar, Odisha State, for the All India DGP-IGP Conference Nov. 29-Dec. 1 at Loka Seva Bhawan. The event will host prominent leaders, including Prime Minister Narendra Modi, Union Home Minister Amit Shah, and National Security Advisor Ajit Doval, alongside approximately 250 Directors General of Police (DGPs) and Inspectors General of Police (IGPs). Prime Minister Modi is scheduled to arrive at Biju Patnaik International Airport (BBI) from 16:15 Nov. 29, where he plans to hold a rally before leading a roadshow towards Raj Bhavan. Other prominent lawmakers, including Union Home Minister Amit Shah, may also join the rally. Modi’s itinerary also includes visits to Loka Seva Bhavan, Raj Bhavan, and Bharatiya Janata Party (BJP) headquarters Nov. 29-Dec. 1.

The strictest security measures and traffic restrictions, including diversions and road closures, will be in effect around the conference venue, BBI, key sites on leaders' itineraries, and along routes used by Prime Minister Modi. Officials have deployed around 108 platoons of security personnel across Bhubaneswar as a precaution. Security personnel may randomly check motorists and pedestrians nearby event venues for weapons and explosives. Authorities have prohibited vehicle movement on key routes, particularly from Airport Residential Chhak to T Junction (Pani Tanki Chhak), during specified hours. Localized business disruptions are possible in these areas. Additionally, travelers could experience longer wait times clearing security and customs at BBI, particularly on days that key leaders arrive and depart.

Sikhs for Justice (SFJ), a pro-Khalistan separatist group, may attempt protests or small-scale attacks targeting the event after its leader Gurpatwant Singh Pannun called for disruptions to the conference. SFJ is an outlawed organization in India advocating for Punjab's secession to form an independent Khalistan State. Police will likely attempt to block or disperse any gatherings that occur, which could result in clashes. However, the risk of attacks causing mass civilian casualties remains minimal.

Exercise caution near official event sites. As a standard precaution, avoid any demonstration that materializes. Depart the area at the first sign of any security disturbance. Allow additional time to reach destinations near demonstration sites, official event venues, and areas where traffic advisories are in force. Plan accordingly for possible flight disruptions at BBI Nov. 29-Dec. 1. Carry proper identification documents at all times. Heed all official transport and security advisories.
