Authorities have increased security across Manipur State effective May 3 in response to a recent spate of violence in several areas. On May 3, the All Tribal Students' Union of Manipur (ATSUM) led various demonstrations in many districts, prompting localized transport and business disruptions, as well as incidents of arson. The unrest stems from protest activity by local tribal activists denouncing the government's proposal to include the Meitei community under the Scheduled Tribes (ST) scheme.

Effective May 3, officials have suspended mobile internet services statewide through May 8 and imposed an indefinite curfew in eight districts, which reportedly include Bishnupur, Churachandpur, Imphal West, Jiribam, Kakching, Kangpokpi, Tengnoupal, and Thoubal districts. The hours of the curfew remained immediately unclear. In Churachandpur, related violence has occurred since late April following a suspected act of arson against the Range Forest Officers building in the Tuibong area; officials have continued to enforce a curfew in Churachandpur since April 29.

Additionally, officials have invoked Section 144 of the Indian Penal Code until further notice in several areas, including Imphal. Under Section 144, public gatherings of more than five people are prohibited, as are the possession and use of fireworks. Although there have been no immediate announcements of plans for further gatherings, tribal groups may stage additional demonstrations over the coming days. Potential gathering sites include prominent government buildings, public squares, and thoroughfares. Other activist groups may join in support of the action.

Officials will almost certainly maintain an increased security presence in the affected areas. Authorities may institute additional restrictions, such as telecommunication curbs or checkpoints, or expand measures to encompass additional areas depending on the local security situation. Clashes between activists and police cannot be ruled out. Associated localized transport and business disruptions are likely.
