Iraq: Authorities impose 24-hour curfew in Sulaymaniyah and Halabja beginning midnight Dec. 9 following deadly clashes and protests /update 3

Authorities in Sulaymaniyah and Halabja in northern Iraq have imposed a 24-hour curfew beginning midnight on Dec. 9 following recent violence and clashes between security forces and protesters. The Sulimaniyah Security Committee has also banned travel between the cities of Sulimaniyah, Halabja, Raparin, and Garmian. Anti-government demonstrations and violent clashes have left at least seven people dead and several others injured as of Dec. 8. Demonstrators attacked a local political office belonging to the Kurdistan Democratic Party (KDP) in Penjwen during the evening hours of Dec. 8, killing one security guard and wounding two others. Demonstrations have also spread throughout Iraqi Kurdistan, including in Chamchamal, Ranya, Kalar, Kifri, Bazian, Halabja, and several other locations. Protesters have attacked and set on fire several buildings belonging to Kurdish political parties, including the KDP, Patriotic Union of Kurdistan (PUK), and Gorran Movement. Related and similar incidents will likely continue through at least mid-December.

Security forces will remain deployed and will maintain a heightened security posture over the coming days. Additional clashes between security forces and protesters cannot be ruled out. Ground travel and business disruptions are likely near any future demonstrations that materialize.

Context

Demonstrators have taken to the streets to protest against the political leadership, high unemployment rate, and lack of public services. The civil unrest has been ongoing since at least Dec. 3. Protests against alleged corruption, in addition to calls for greater political transparency, have previously occurred in Sulaymaniyah Governorate. More recently, protests have taken place against austerity measures. Demonstrations will likely persist absent major concessions from authorities.

Leave immediately and take refuge in a secure, nongovernment building if clashes erupt or demonstrators begin engaging in acts of vandalism.
