Philippines: The Philippines to celebrate 123rd Independence Day, June 12

The Philippines to celebrate 123rd Independence Day, June 12. Protests possible. Increased security is likely at event and rally sites.

Warning

Event

The Philippines will celebrate its 123rd Independence Day, June 12. Official events will probably occur nationwide at government buildings and other key sites, including the Aguinaldo Shrine in Kawit, Cavite Province, the historical site of the proclamation of independence. Dozens to hundreds of people will probably participate in each event; turnout levels will likely be lower than in recent years due to COVID-19 restrictions and concerns.

Activists have previously held demonstrations in conjunction with Independence Day. Past rally sites in Metro Manila include Bonifacio Shrine and Mendiola. Activists plan to gather outside the Chinese Consulate in Metro Manila from 08:00 June 12 to condemn Beijing's assertiveness in the disputed waters in the South China Sea. Nationalist groups may also protest outside the US Embassy in Metro Manila over the continued US military presence in the Philippines. Dozens to hundreds of protesters will probably take part in each gathering. While rallies will likely remain peaceful, minor clashes cannot be ruled out.

Authorities will likely heighten security at any program and demonstration sites June 12 as a precaution. The police are boosting security measures nationwide as of June 9 following several New People's Army (NPA) attacks in southern Luzon in early June and may issue additional terror warnings due to threats posed by other militant groups, including Abu Sayyaf Group (ASG) and Bangsamoro Islamic Freedom Fighters (BIFF). Localized transport and business disruptions are probable nearby event and rally locations. Officials may also intensify health checks at program venues and other crowded places to enforce COVID-19 protocols. Increased petty crime is possible in crowded areas nationwide.

Advice

Plan for increased security around Independence Day program sites or any rally locations. Avoid all demonstrations as a precaution. Seek updated information on protests from trusted local contacts, as activists may not announce rally sites in advance. Allow additional time to reach destinations near likely program and protest venues. Closely guard bags and other valuables in crowded locations. Heed all official advisories and remain cooperative if stopped by authorities for security and health checks.
