Moldova: Authorities extend nationwide COVID-19 state of public health emergency and related measures until at least Nov. 30 /update 23

Moldova extends strict COVID-19-related domestic controls until at least Nov. 30; international entry restrictions remain in place.

Authorities in Moldova have extended the nationwide state of public health emergency (SoE) until at least Nov. 30 due to rising COVID-19 cases; the SoE was previously slated to expire Oct. 30. As part of their attempts to curb the recent surge in infections, officials will continue to enforce restrictions on people using certain facilities and on indoor and outdoor mass events. Those over the age of 18 wishing to attend restaurants, cinemas, nightclubs, concert halls, and other similar facilities must present one of the following documents:

  • a negative result from a PCR test taken within the previous 72 hours or a negative result from an antigen test taken within the previous 48 hours.

  • a certificate indicating full vaccination against COVID-19, valid from 14 days after receipt of the final vaccine dose.

  • a certificate indicating COVID-19 infection within the previous six months.

  • a certificate verifying the presence of COVID-19 antibodies; the certificate is valid for 90 days from the date of the serological antibodies test.

Most businesses are permitted to operate provided they adhere to social distancing and capacity requirements. Facemasks are mandatory in enclosed public spaces, on public transport, and at mass gatherings. Stricter measures may be enforced in areas with higher infection rates, including tighter limits on gatherings and reduced operating hours for certain sectors.

International Entry Restrictions
All international arrivals must present either a certificate of COVID-19 vaccination, a certificate indicating recovery from the disease or the presence of COVID-19 antibodies, a negative result from a PCR test taken in the 72 hours before departure, or a negative result from an antigen test taken in the 48 hours before departure. Vaccination certificates are valid from 14 days after the final dose was administered. Certificates of recovery are valid between 15 and 180 days after confirmation of infection. Certificates confirming the presence of COVID-19 antibodies are valid for 90 days from the date of the serological test.

Permitted travelers unable to meet these requirements must self-isolate for 14 days upon arrival with few exceptions; however, isolation can be ended early following receipt of a negative result from a COVID-19 test taken no less than seven days after arrival.

Authorities could reimpose, extend, further ease, or otherwise amend any restrictions with little-to-no notice depending on disease activity.

Follow all official instructions. Abide by national health and safety measures. Reconfirm all travel arrangements. Consider delaying traveling if experiencing symptoms associated with COVID-19, as they may prompt increased scrutiny and delays. Liaise with trusted contacts for further updates and guidance. Maintain contact with your diplomatic representation. Ensure contingency plans account for further disruptive measures or extensions of current restrictions. Reconsider and reconfirm nonemergency health appointments.
