Cuba: Authorities to end mandatory quarantine for arrivals effective Nov. 7; most on-arrival PCR testing to be eliminated effective Nov. 15 /update 28
Cuban authorities to end quarantine for international arrivals as of Nov. 7, to discard most on-arrival PCR testing effective Nov. 15.
Event
Cuban officials have begun to ease international entry protocols in a phased manner. Authorities may adjust domestic restrictions at the provincial and municipal levels based on local case numbers.
International Travel Restrictions
From Nov. 1 until Nov. 7, all travelers must present a negative result from a COVID-19 PCR test taken no more than 72 hours before travel; all travelers must undergo a 72-hour quarantine period upon arrival while waiting for the results of an on-arrival PCR test.
Effective Nov. 7, international arrivals will no longer need to undergo a 72-hour quarantine period upon arrival; on-arrival testing requirements will still apply. Those fully vaccinated will no longer need to present a negative pre-travel PCR test result; international arrivals not fully vaccinated will still need to adhere to pre-travel testing requirements.
Effective Nov. 15, mandatory on-arrival PCR testing for international arrivals will be abolished; instead, on-arrival testing will be carried out in a partially randomized manner, though those visibly exhibiting symptoms are likely to be tested.
All passengers must pay a sanitary/health tax included in the flight ticket price to cover the costs of sanitization and COVID-19 testing.
These measures will continue as outlined above until further notice.
Domestic Measures
Strict restrictions limiting nonessential commercial activity and public transport remain in effect; officials have eased measures in several provinces where case numbers have been declining. Local authorities can enforce tighter restrictions on business, public transport, and recreational and group activities based on local disease activity. Various nightly curfews may be in place depending on the province and/or municipality.
Individuals must abide by local restrictions, wear a facemask in all enclosed public spaces, and adhere to sanitization and physical distancing requirements. Authorities could reimpose, extend, ease, or otherwise amend any restrictions with little-to-no notice depending on local disease activity over the coming weeks.
