Heightened security measures and localized transport and business disruptions are likely during and after Chile's presidential election runoff Dec. 19. Increased security and related disruptions are most likely to impact areas around polling centers, which will be open 08:00-18:00 on election day. The runoff pits right-wing candidate Jose Antonio Kast against left-wing candidate Gabriel Boric.

Accelerating political polarization in Chile and a likely close electoral tally may prompt post-election protests, especially if the winner is not announced soon after polls close. Clashes between supporters of rival political parties and between demonstrators and police are possible in the days following the election. Particularly disruptive protests are possible in the event of a Kast victory. A heightened security presence and disruptions to transport and business are likely around any large post-election political gatherings.

Context

The Dec. 19 runoff will be the fifth election in Chile since October 2020, when a referendum to write a new constitution was overwhelmingly approved. Neither Kast nor Boric obtained 30 percent of the vote in the first round of the presidential election held Nov. 21, forcing them to moderate their positions to garner support from more centrist parties and voters. The political ascendance of Kast and Boric marks a break from the previous 30 years of center-left and center-right candidates dominating Chile's national political environment, making this the first presidential runoff in Chile between such polarized candidates since the return of democracy.

Exercise caution in the lead-up to and during the runoff, particularly near large gatherings and in the proximity of polling stations. Avoid demonstrations as a precaution. Allow additional time to reach destinations if operating in a major city in Chile Dec. 19-20. Confirm appointments in downtown areas if significant political protests materialize.
