The US Embassy in Niamey issued a security alert Aug. 17 warning its citizens of an increase in terrorist-related activity along the RN6 highway west of the Nigerien capital. The warning highlights recent attacks in areas closer to the city. Moreover, according to the advisory, US Embassy staff are required to travel with a security escort when frequenting La Pilule riverfront area, le Sloughi Restaurant, and visiting Three Sisters recreational area. However, the alert did not reference any specific intelligence concerning imminent attacks or potential targets. The US embassy's message comes several days after the UK Foreign and Commonwealth Office (FCO) updated its travel advice for Niger, cautioning of the potential for terrorist attacks and specifically referencing an Aug. 11 improvised explosive device (IED) attack along the RN6 highway in Bougoum, Tillaberi Region, approximately 5 km (3 mi) from the city limits of Niamey.

While the alert was most likely issued out of an abundance of caution, Nigerien authorities could maintain increased security, including checkpoints, night patrols, as well as random vehicle searches, around the city limits of Niamey over the coming weeks. Localized transport disruptions could occur in areas with a heavy security presence.

Context

Tillaberi Region has remained under a state of emergency since 2017. The threat posed by militant jihadist attacks continues across much of the country. Local security forces remain largely unable to mitigate and remove the threat posed by the Jama'at Nasr al-Islam wal Muslimin (JNIM) and affiliated splinter groups. Attacks on military positions and civilian populations remain frequent and are likely in areas affected by the state of emergency.

Advice

Consider deferring nonessential travel to Tillaberi Region until the situation stabilizes, particularly the west bank of the Niger River. If travel is unavoidable, exercise a high degree of caution in affected areas and heed authorities' instructions. Maintain a very low profile, restrict nighttime movements, vary routines, and move in guarded convoys if operating in the affected area. Carry proper identification and travel documents at all times. Remain polite and nonconfrontational if stopped at a security checkpoint. Maintain contact with your diplomatic mission. Do not discuss details of travel plans in public places.
