China: Officials impose COVID-19 curbs in Harbin, Heilongjiang Province, as of Sept. 2 /update 1

Officials in Heilongjiang Province are imposing tighter curbs in Harbin as of Sept. 2 due to COVID-19 concerns. The controls are in effect in Daoli, Daowai, Hulan, Nangang, Pingfang, Songbei, and Xiangfang districts. Individuals are barred from leaving the districts but exceptions are possible for essential reasons. People departing from the districts must present two negative nucleic acid tests taken in 24-hour intervals and within 48 hours of departure. Residents are advised to remain at home and mass testing is underway. Nonessential businesses must close, while supermarkets and shopping malls can operate with capacity limits and health protocols in place. Large-scale gatherings, like banquets and conferences, are banned. Separately, stay-home measures and work-from-home arrangements are also in place in the main urban areas of Daqing City, including the High-tech Zone, Longfeng, Ranghulu, and Sartu districts through at least Sept. 4. Officials will likely carry out several rounds of testing in the affected locations before easing restrictions.

Additional measures are possible in Harbin and other parts of Heilongjiang Province if there are new COVID-19 cases. Strict controls, such as stay-at-home orders and closure of nonessential businesses, are possible. Officials could launch testing operations in other areas of Heilongjiang Province. Business operation and supply chain disruptions are possible in industrial areas affected by localized restrictions.

Daqing is approximately 140 km (86 miles) northwest of Harbin.
