Lesotho: Heightened security likely in Maseru for Oct. 28 inauguration

Heightened security and transport disruptions are likely in Maseru ahead of and during the inauguration of the new prime minister at the Setsoto Stadium from 07:00 on Oct. 28. Prime Minister-elect Sam Matekane will be sworn into office after winning the Oct. 7 parliamentary election. Attendees will include King Letsie III, leaders from neighboring states, religious dignitaries, and a large audience.

No vehicles will be allowed around the stadium, with dedicated parking spaces set at Pitso Ground, Lesotho High School, and the Lesotho Cooperative College. High-profile guests will then travel to the Royal Palace for a reception. Crowds are expected to gather at Sethaleng sa Mopapa.

Security personnel will likely place roadblocks and perform identity checks around the stadium and the Royal Palace; authorities could increase security measures near government buildings and foreign embassies. Traffic disruptions are likely in areas where heightened security measures are enforced, including on roads leading into and out of Maseru. Security personnel may also temporarily close roads to prioritize official motorcade movements, especially between the stadium and Moshoeshoe I International Airport (MSU).

Context

Parliamentary elections were held on Oct. 7. The elections concluded peacefully, with the EU’s observation mission praising a “peaceful and well-organized election.” There was no reported violence nor any major protests. The Independent Electoral Commission (IEC) certified the results on Oct. 11. These placed a new party - the Revolution for Prosperity (RFP) party - comfortably first but short of an outright majority with 56 of 120 seats. A total of 14 parties won seats.

Political stability seems to have been achieved for the time being. The largest parties have all recognized the results of the election, including opposition parties such as the All-Basotho Convention (ABC). The transition will likely continue peacefully.
