China: Inclement weather causes flight disruptions at Dalian Airport Aug. 20 /update 1

Dalian Zhoushuizi International Airport (DLC) in Dalian (Liaoning province) canceled 151 flights and temporarily closed its runways from 08:30 (local time) to 15:00 on Monday, August 20, due to heavy rains from the remnants of Typhoon Rumbia. Dalian authorities have launched a level-three emergency response for flood control and have evacuated at least 1260 people. The China Meteorological Administration has forecast heavy rainfall and strong winds in eastern Liaoning province - including Dalian - and southeastern Jilin province through Wednesday, August 22; Liaoning province has also issued an orange warning for associated geological disasters (i.e. landslides).

Flooding and landslides are possible in the affected areas. Further consequent travel disruptions, including flight delays and cancelations, are expected in the coming hours and days.

Context

On August 19, Typhoon Rumbia brought torrential rains to the northeast of China, notably the port city of Dalian, leaving at least 12 people dead and affecting some 2 million others.

Rumbia is the 18th storm of this year's typhoon season, and has already wreaked havoc across central and eastern China and has been blamed for at least nine deaths (including seven killed after heavy rain struck Xuzhou). Around 1 million people in total have been impacted by the typhoon.

Individuals traveling to or from DLC are advised to monitor weather forecasts and verify the status of their flights. Individuals in northeastern China are advised to anticipate flooding and landslides amid the heavy rain. Minimize outdoor activities, be prepared for associated transportation disruptions, and adhere to any instructions issued by local authorities. Remember that driving or walking through running water can be dangerous - 15 cm (6 in) of running water is enough to knock over an adult - and that floodwater may contain wastewater or chemical products; all items having come into contact with the water should be disinfected and all foodstuffs discarded.
