DRC: Authorities maintain COVID-19 measures nationwide as of Jan. 15 /update 21

DRC authorities maintain measures, including 2100-0500 curfew, as of Jan. 15 to curb the spread of COVID-19.

Authorities in the Democratic Republic of Congo (DRC) have maintained measures, including an indefinite nationwide 2100-0500 curfew, as of Jan. 15 as part of the nation's effort to curb the spread of coronavirus disease (COVID-19). Under the current guidelines, travel during curfew hours will require special authorization, except for persons experiencing a medical emergency.

Other measures also remain largely unchanged. All land, maritime, and air borders are open; however, travelers may face restrictions if traveling to neighboring countries. Existing measures that remain in place include the following:

International Travel

  • All travelers above the age of 11 are required to provide proof of a negative COVID-19 test taken no more than seven days before arrival. Travelers must present a test administered by the Institut National de la Recherche Biomedicale (INRB) or a medical facility approved by the INRB.

  • Travelers aged 11 and above must take a COVID-19 test upon arrival at their own expense, even if they present negative results from an earlier test. Travelers must also self-quarantine until a negative result has been received.

  • There are currently no track and trace requirements for arrivals, though travelers must register trips before arrival in the DRC.

  • Passengers departing from the country must provide proof of a negative COVID-19 test provided by the INRB, or an INRB-approved medical facility, taken no less than 72 hours before departure. Medical screenings and temperature checks are also possible when departing.

Domestic Restrictions

  • All persons must wear facemasks in public or face a fine; increased security measures are in place in Kinshasa.

  • The number of persons allowed on public transport vehicles at a time is restricted.

  • Inter-provincial travel is permitted; however, travelers must present a negative COVID-19 test taken no more than seven days before departure when traveling between Kinshasa, Lubumbashi, Bukavu, Goma, and Kisangani.

  • Gatherings of more than 10 people have been banned; spectators are not allowed at sporting events.

  • Religious services and canteens can continue operations outside of curfew hours, provided the attendees or patrons adhere to social distancing standards.

  • Academic activities have been suspended.

Authorities could amend restrictions and measures on short notice. Security forces have been deployed to ensure compliance and may use force. Violations of COVID-19 regulations are punishable by fines.

Advice

Reconfirm all planned travel arrangements. Follow all official instructions. Abide by national health and safety measures. Consider delaying travel if experiencing symptoms associated with COVID-19, as they may prompt increased scrutiny and delays. Liaise with trusted contacts for further updates and guidance. Maintain contact with your diplomatic representation. Ensure contingency plans account for further disruptive measures or extensions of current restrictions. Reconsider and reconfirm nonemergency health appointments.

Emphasize basic health precautions, especially frequent handwashing with soap and water, or an alcohol-based hand sanitizer if soap and water are unavailable. Practice good coughing/sneezing etiquette (i.e., covering coughs and sneezes with a disposable tissue, maintaining distance from others, and washing hands). There is no evidence that the influenza vaccine, antibiotics, or antiviral medications will prevent this disease, highlighting the importance of diligent basic health precautions.
