Nepal: Outlawed Maoist group calls for nationwide protests from Jan. 16

Outlawed Maoist group plans protests across Nepal from Jan. 16, against the arrest of its members. Disruptions are possible.

Warning

Event

The outlawed splinter faction of the Communist Party of Nepal-Maoist (CPN-M), led by Netra Bikram "Biplav" Chand, has called for nationwide protests from Jan. 16 to denounce recent arrests of its members. Supporters will hold street rallies Jan. 16, 18, 20, and 22; organizers have not publicized exact venues and timings for demonstrations. Additional unannounced protests are possible. Turnout will vary by location; larger gatherings in Kathmandu and CPN-M stronghold areas of Sudurpashchim Province may involve hundreds of people. Demonstrations are most likely to occur outside police facilities, government buildings, or at public squares. Police typically use force to disperse large protests and detain protesters. Moreover, CPN-M typically utilizes minor bombings and shootings as a protest tactic.

Police will almost certainly deploy to monitor large gatherings and may attempt to enforce coronavirus disease (COVID-19) gathering restrictions. Clashes between security personnel and protesters could occur. Localized transport disruptions are possible if police cordon off sensitive sites or if demonstrators march along roadways. Business disruptions are also possible, especially if violence occurs.

Advice

Avoid protests due to possible clashes. Exercise caution around security facilities and government buildings. If violence breaks out nearby, take shelter in a secure, non-governmental building. Follow all security personnel instructions. Allow additional travel time near demonstrations. Confirm business appointments, road status, and transport reservations on announced rally dates. Monitor trusted local news sources for updates on protest details.
