Arab-Israeli protesters clash with police in Umm al-Fahm, Israel, Jan. 15. Increased security and disruptions likely. Avoid the area.

Warning

Event

Hundreds of Arab-Israeli activists are protesting in Umm al-Fahm Jan. 15; the purpose of the demonstration is to highlight alleged police discrimination against Arab-Israelis. Protesters reportedly burned tires on the road leading to the local police station and threw stones at police officers. At least four protesters have been arrested for disrupting public order. A police spokesperson reported that police remain at the protest site in order to maintain order and prevent additional violence.

Increased security deployments and localized transportation disruptions are likely in Umm al-Fahm through Jan. 15. Further clashes are likely if protesters refuse to disperse when ordered to do so or disregard other instructions from security personnel.

Context

The protest comes amid mounting public anger against alleged police discrimination and inaction during an uptick in violent crime in Arab communities. Although Israeli Arabs comprise 20 percent of Israel's overall population, they represent more than half of the country's murder victims. Arab leaders contend that Israeli police are neglectful of violence that occurs in Arab communities. Police have rejected allegations of discrimination and assert that they are actively opening more police stations throughout Arab communities to combat the high level of violence.

Advice

Avoid the protest site and any additional demonstrations that may materialize in surrounding areas. Exercise increased vigilance. Heed the instructions of local security personnel. Plan for localized ground travel disruptions surrounding the protest site.
