Nepal: Civil organizations call for protest march in Kathmandu Jan. 25

Activists plan a protest march in Kathmandu, Nepal, Jan. 25, over Parliament dissolution. Increased security, transport disruptions likely.

Warning

Event

Civil organizations plan to hold a protest march from Kamalpokhari to the residence of the Prime Minister in Baluwatar, afternoon of Jan. 25. The action is to denounce the recent dissolution of the Parliament by Prime Minister K P Sharma Oli. Turnout will likely be in the hundreds to low thousands.

Security forces will likely deploy to monitor the demonstration as a precaution. Ground transport disruptions are likely near rally venues and along intended march routes. Police are likely to set up roadblocks and security cordons near government buildings. Clashes between police and activists could occur; authorities may try to break up rallies to enforce coronavirus disease (COVID-19) gathering restrictions. Police have previously forcibly dispersed anti-governmental protests with water cannons and arrested protesters; similar actions are possible during the Jan. 25 protests. Business disruptions are also possible, especially if violence occurs.

Context

Prime Minister Oli, who is facing pressure to resign from warring factions within the ruling NCP, as well as from opposition parties and civil groups, obtained presidential assent to dissolve the Parliament Dec. 20. Oli's decision came hours after several lawmakers filed a no-confidence motion against his government; the move is consequently facing legal challenges and public protest for inadequate grounds. Political protests will likely continue in the medium term, and could result in sporadic and localized violence.

Advice

Avoid protests due to possible clashes. If violence breaks out nearby, take shelter in a secure, non-governmental building. Follow all security personnel instructions. Allow additional travel time in the affected area. Confirm business appointments and transport reservations in advance.
