Separate groups to hold demonstrations in Tbilisi, Georgia, Jan. 24 and 25. Increased security, localized disruptions likely.

Warning

Event

Multiple groups plan to hold demonstrations in Tbilisi Jan. 24 and 25 to protest the government's ongoing coronavirus disease (COVID-19) restrictions. On Jan. 24, several organizations plan to rally at the Chancellery of the Government of Georgia from 1400. Separately, a group of parents plans to rally at Mziuri Park from 1600 to demand a plan to reopen schools. On Jan. 25, activists will again protest outside the Chancellery of the Government from 1800, to demand the restoration of public transport. It is unclear how many people will attend the demonstration at Mzuiri Park; however, the protests outside the Chancellery of the Government could draw large crowds.

Police will probably deploy to monitor the protests; associated security measures could prompt localized disruptions. Isolated skirmishes between police and demonstrators are possible if police move to disperse those who gather without permission. Large gatherings are likely to cause localized traffic disruptions.

Advice

Avoid the demonstrations as a routine security precaution and to mitigate associated disruptions. Heed instructions from security services and leave the area at the first sign of a confrontation. Allow extra time for travel near the protest areas in Tbilisi Jan. 24 and 25.
