Sudan: Nationwide protests possible through mid-February

Further protests are possible in the coming weeks across Sudan through mid-February after security forces dispersed protesters in Khartoum on Jan. 25. Protesters had gathered to denounce the worsening socio-economic situation, including bread and fuel shortages and inflation. The shortages reportedly began mid-January; protesters blame them on the government's lack of funds to purchase flour and petroleum abroad. Many bakeries and filling stations have closed, especially in Khartoum and major cities; long lines and wait times have been reported.

Major cities, including Khartoum, Omdurman, Port Sudan, Kosti, Kassala, and El Damazin, will have the highest potential for experiencing shortage-related protests. However, demonstrations could also occur in other affected areas, such as Ad-Damazin and Atbara. Security personnel may use force to disperse any gatherings that materialize; clashes are possible. Localized traffic and commercial disruptions are likely near all protest sites.

Widespread transport disruptions could occur if the bread and fuel shortages become protracted. Freight delivery delays and lack of fuel for generators could disrupt business operations.

Context

Rising prices, scarcity in basic supplies, and cash shortages throughout Sudan sparked initial protests in the country in mid-December 2018; these evolved into sustained anti-government demonstrations that led to the resignation of former President Omar Al-Bashir in April 2019. The government has been unable to introduce serious reforms to address the situation, prompting recurrent demonstrations. Shortages in cash and supplies such as fuel will continue to disrupt commercial and transportation activities in the country through 2021.
