Lebanon: Further protests against lockdown and COVID-19 restrictions likely in Lebanon through at least Jan. 31

Additional protests against COVID-19-related lockdown and restrictions likely across Lebanon through Jan. 31. Heightened security likely.

Warning

Event

Additional demonstrations in opposition to the nationwide lockdown and restrictions related to coronavirus disease (COVID-19) remain likely through at least Jan. 31 following protests in Tripoli, Sidon, and Beirut Jan. 25. Activists assert that the nation's COVID-19 measures are exacerbating Lebanon's deteriorating economic situation and poor living conditions. Spontaneous protests have regularly been erupting in major cities across the country, often accompanied by clashes between police and demonstrators, as well as other forms of violence. Authorities claim that the demonstrations of Jan. 25 remained mostly peaceful, with only minor skirmishes occurring; however, at least three people were injured in clashes during a protest at Tripoli's Al-Nour Square.

Likely sites for future protests include public squares, government buildings, and city centers. In Beirut, protests will likely continue to materialize at the Port of Beirut, the Ministry of Justice, Riad el-Solh Road, Martyr's Square, and near the government palace. Demonstrators may burn tires and barricade main roadways, prompting ground travel disruptions. Security forces will almost certainly continue to monitor and respond to all protests and roadblocks. Clashes between security forces and protesters are likely.

Advice

Avoid all announced or spontaneous protest actions due to the potential for violence. Exercise caution near likely protest locations. Monitor local media for protest activity, as organizers may not announce plans in advance. Confirm the availability of transport and allow additional time to reach destinations. Plan for increased security and localized transport disruptions near demonstrations. Follow all police instructions.
