Russian media has reported that Ukrainian cross-border shelling and mortar fire caused further damage and disruptions in the Belgorod Oblast on Oct. 22. Artillery shelling struck the town of Shebinko, causing at least 11 casualties, according to local authorities. There are unconfirmed reports of power outages and water supply disruptions. On Oct. 21, authorities blamed Ukraine for damage to an electrical substation and a fire in an industrial unit, also in Shebinko.
