Authorities will increase security measures during the annual Sinulog festival in Cebu Province Jan. 11-21. The main events include:

  • 04:00 Jan. 11 and Jan. 19: Penitential Walks from Fuente Osmeña Circle to Basilica Del Sto. Niño; Osmeña Boulevard will be closed during the processions, which will probably last for at least an hour.

  • 13:00 Jan. 20: Solemn Foot Procession from Fuente Osmeña Circle, passing by Basilica Del Sto. Niño, before returning to the Circle.

  • Jan. 21: Sinulog Grand Parade at two locations, Cebu City Sports Complex (CCSC) and the South Road Properties (SRP). Large accompanying events are also likely in/around Plaza Independencia and Plaza Sugbu in Cebu City.

Additional gatherings and related restrictions may occur at other locations across the province. At least one million devotees will likely participate in the events.

Heightened security and localized transport and business disruptions are certain through at least Jan. 21, especially in Cebu City. There have been no reports of security threats to the festival. Authorities will deploy at least 5,000 security personnel and may erect barricades around Basilica Del Sto. Nino to facilitate bag checks. Officials also announced a ban on large bags, lighters, and weapons during this period. Increased petty crime is possible during events. Police may utilize mobile phone signal jammers during events to facilitate security measures.

Exercise caution at any event sites or gatherings. Plan for localized transport and business disruptions near official program locations. Closely guard valuables in crowded areas. Heed all official advisories and remain cooperative if stopped by authorities for security and any potential health checks.

Sinulog is an annual cultural and religious festival observed across various parts of Cebu Province on the third Sunday of every January. The festival is also known as Santo Nino Festival in some cities, and official week-long celebratory events occur in the lead-up to the third Sunday. While the festival's hallmark is a grand parade in Cebu City, other events in preceding years have typically included concerts involving celebrities and school groups, dances, pageants, competitions, and street parties.
