Georgia: Demonstrations denouncing proposed law likely in Tbilisi through mid-April

Opposition activists are likely to protest in central Tbilisi, Georgia, through mid-April to denounce proposed foreign agent law.

Opposition activists will likely protest in Tbilisi through at least mid-April to denounce proposed legislation labeling non-governmental organizations as foreign agents. Demonstrations are particularly likely at government buildings in the evening hours. Organizers plan to gather at the Parliament of Georgia from 20:00 on April 4.

Heightened security and localized transport disruptions are likely near all protests that take shape, especially near government buildings. Clashes between demonstrators and law enforcement officers are possible.

Avoid all protests as a standard precaution. Exercise caution and allow additional time if traveling near government buildings. Strictly heed all instructions from law enforcement officers. Immediately depart the area at the first sign that any security disturbance may occur.

In March 2023, the ruling Georgian Dream party attempted to pass similar legislation; however, they were forced to withdrawal the proposed bill after two nights of largescale protests drew tens of thousands of participants in Tbilisi. The March 2023 demonstrations included clashes with law enforcement. During the controversy surrounding attempts to pass the bill in 2023, opposition politicians and activists accused the Georgian Dream party of antidemocratic pratices.
