Guadeloupe: Strike likely to cause power disruptions across the territory through late September
Unionized workers' strike likely to cause disruptions to power across Guadeloupe through late September. Associated protests possible.
Power disruptions are likely to continue affecting parts of Guadeloupe through late September as unionized workers at Electricite de France (EDF) maintain their strike action. Workers began their strike on Sept. 16 at the Pointe Jarry Power Station, causing disruptions to power supplies that affected thousands of users in parts of Guadeloupe, including in Abymes, Trois-Rivieres, Morne-a-l'Eau, and Moule. While negotiations are ongoing, reports indicate that there has been little progress towards reaching an agreement. Therefore, the duration of the strike remains unclear. Striking workers demand that the company uphold an agreement from February 2023.
To minimize the strike's impact, EDF may implement load-shedding measures in parts of Goyave, Baie-Mahault, Sainte-Anne, Les Abymes, and Pointe-a-Pitre, which could cause power cuts of up to two hours. The company has also urged users to limit their electricity use.
During the work stoppage, business and transport disruptions are possible; businesses without backup generators could temporarily suspend operations. Mobile voice and internet service disruptions are also possible. Electricity disruptions could also affect ATMs and fueling stations. The blackouts could adversely affect security protocols, including alarm systems and electronic fences; opportunistic criminal activity could increase during power outages, especially during hours of darkness. Striking workers may also stage demonstrations at EDF sites. While any associated protests are likely to remain peaceful, skirmishes between demonstrators and police are possible.
Individuals in Guadeloupe are advised to monitor developments, adhere to instructions issued by local authorities, and anticipate power outages, transportation disruptions, and business disruptions. Charge mobile and communication devices when possible and ensure backup batteries are available. Plan for road travel delays due to possible malfunctioning or nonfunctional traffic lights in affected areas. Verify that security systems are working. Ensure that generators are functional and refuel equipment where necessary. Identify business-critical functions that require a power supply.
