Philippines: Rallies to occur nationwide to commemorate 52nd anniversary of martial law declaration, Sept. 21
Philippines commemorating 52nd anniversary of martial law declaration Sept. 21. Rallies planned. Increased security likely.
Rallies and commemorative events are planned in multiple locations nationwide on Sept. 21 to mark the 52nd anniversary of the declaration of martial law. Anti-government activists may denounce the current president, Ferdinand "Bongbong" Marcos Jr.
Buhay Ang EDSA is leading candlelight demonstrations at churches, cathedrals, parks, public plazas, and educational institutions across the country; attendees will gather from 18:30 ahead of candle lighting ceremonies at 19:15. Additionally, organizers have announced the details of the following protests on Sept. 21:
Cebu City:
Rally at Plaza Independencia from 14:00
March from Fuente Osmena Circle to Metro Colon 09:00-12:00
Metro Manila:
Gathering at Liwasang Bonifacio from 09:00 ahead of march to Mendiola Street at 11:00
Rally at Liwasang Bonifacio from 14:00
Davao City: Rally at Freedom Park from 14:00
Additional gatherings are likely in other cities on Sept. 21. Typical event venues include public squares, near government offices, on university campuses, museums, and major thoroughfares. Thousands of people will likely attend the rallies in Cebu, Davao, and Manila; other gatherings will likely draw dozens to hundreds of activists.
Authorities will likely increase security measures at announced protest sites and government buildings, such as erecting security cordons and roadblocks. Localized transport and business disruptions are probable, especially if demonstrators march along or occupy nearby roads. Pro-Marcos activists could also stage counterrallies during any demonstrations. Clashes between opposing groups of activists or between protesters and security personnel are possible. Mass arrests may occur if protesters become overly disruptive or security forces determine that demonstrators violate any public gathering permit.
Avoid all protests as a precaution. If violence breaks out nearby, leave the area and seek shelter at a safe, nongovernment building. Plan routes circumventing the demonstration sites and allow additional time for travel. Monitor trusted local sources for updates on rallies and related disruptions, as organizers may not announce time or location details in advance. Heed all official traffic and security advisories.
