Warning

Event

The Communist Party of India-Maoist (CPI-Maoist) has called for a shutdown strike in Bihar and Jharkhand states Jan. 27. Participants intend to demand that authorities provide better facilities and medical treatment for imprisoned Maoist leaders. Business and transport service disruptions are possible, especially in areas with higher Maoist activity. These areas include Gaya, Jamui, and Lakhisarai districts in Bihar and Bokaro, Garhwa, Hazaribagh, Khunti, Lohardaga, and Ranchi districts in Jharkhand.

During the strike, Maoists may attempt to attack security personnel, rural government offices, and infrastructure facilities; solidarity attacks on rail lines in rural areas with known Maoist activity are possible. Police and paramilitary forces may deploy additional personnel to potential target sites; Jharkhand police have enhanced security at sensitive sites, including major roadways and transport hubs. Clashes between Maoists and police may occur.

Armed attacks and sabotage targeting businesses and transport operators who do not comply with strike orders are possible. During previous actions, Maoist rebels have sabotaged long-distance bus operations and train services, and similar attacks may occur.

Advice

Exercise maximum caution if operating in rural areas of insurgency-affected districts, including around mines and hydroelectric facilities. Avoid potential targets and areas with large concentrations of security personnel. Seek updated information on road conditions before driving through rural areas where Maoists have a known presence. Avoid traveling on trains or roads that pass through Maoist-affected areas, especially at night. Heed all security advisories.
