The New South Wales (NSW) government has imposed stay-at-home orders for the Ballina, Byron, Lismore, and Richmond Valley local government areas (LGA) through at least Aug. 16. Individuals in these LGAs may only leave their homes to purchase essential goods, provide care, seek medical assistance, or work in defined essential industries. Only one person can leave the household daily to buy essential goods. Officials limit gatherings to two people, though religious ceremonies, such as weddings and funerals, can continue until 23:59 Aug. 11. Individuals must stay within the boundaries of their LGA or within 10 km (6 miles) of their residence unless working in specified industries. The use of facemasks is mandatory in indoor public locations, on public transport, and at some outdoor venues, such as food markets.

Businesses must let employees work from home during the stay-at-home period; violations are punishable by fines of up to AUD 10,000 for corporations or AUD 2,000 for sole proprietorships. Most retail stores must close, though essential businesses like banks and supermarkets can operate. Officials require businesses to limit occupancy to one person per 4 square meters (43 square feet). Food establishments may only offer carryout services. All entertainment venues are closed.

The affected region is approximately 35 km (22 miles) north-northeast of Grafton.
