India: Protests over army jobs likely to continue, especially in northern areas, through early July /update 5

Protests over army recruitment policies likely to continue in India through early July. Disruptions, clashes possible.

Warning

Event

Additional protests denouncing short-term contractual army jobs are likely to continue nationwide through early July. Student groups are threatening to hold protests in multiple areas, including in Andhra Pradesh and Uttar Pradesh. Likely gathering locations for further protests include government buildings, public squares, political party offices, and major roadways. The biggest protests will likely occur in major cities and towns. Participation in larger protests will probably involve dozens to a couple hundred people.

Related protests have been occurring across India since June 15. Highest participation in additional gatherings is likely in northern states, such as Bihar, Haryana, and Uttar Pradesh. Related protests have resulted in sporadic disruptions and violence in recent days. Groups may also call for shutdown strikes, either nationwide or in specific areas, which may result in business and transport disruptions. Participation in labor actions will likely vary by area.

Security personnel will likely monitor gatherings and may try to disperse disruptive protests. Police have used tear gas to control unruly crowds and may impose Section 144 rules that ban unauthorized gatherings of over four people in areas where violence has broken out. Further clashes between protesters and police are possible; arson and vandalism by protestors may also continue at large rallies. Localized ground transport disruptions may also occur near any protest. Enhanced security measures such as gathering bans and limits on mobile internet or public movement are possible in additional areas where significant violence occurs.

Advice

Avoid protests and navigating roadblocks due to possible violence. If clashes break out, leave the area immediately. Allow additional travel time near rally sites. Monitor trusted local media for updates on protest details, as spontaneous demonstrations are likely. Heed all security and traffic advisories.
