Protests remain possible across Cuba through at least late September as the nation grapples with persistent power outages. Authorities assert that the recent spate of blackouts is due to insufficient funds, maintenance issues, and fuel prices. The issue has been exacerbated by a recent fuel fire in Matanzas. Protests over the issue have occurred in multiple parts of Cuba, including Havana, July 15 and 21, and Aug. 18.

Authorities will likely maintain an increased security posture in anticipation of additional protests; the government may disrupt internet and telecommunications services to prevent activist groups from coordinating gatherings. Localized transit disruptions and clashes between police and protesters are possible. The outages will also likely prompt disruptions to business operations, utilities, telecommunications, and possibly transport.
