Crisis24 Deployed Comprehensive Medical Solutions in Support of an International Broadcaster

Situational Analysis

Japan hosted the Tokyo 2020 Olympics from July 23 to August 8, 2021, following a one-year postponement due to the COVID-19 pandemic. Approximately 20,000 athletes and staff from more than 200 countries participated. Despite the high-quality medical infrastructure in Japan, the influx of hundreds of thousands of attendees created a challenge to ensure that additional in-country health infrastructures and resources were in place to service these numbers. Crisis24's event medical team was engaged by a renowned international broadcaster and started planning 1.5 years ahead to deliver medical solutions to support their operations. 

Crisis24 in Action

Crisis24 supported the broadcaster with medical assistance services at the PyeongChang Winter Games in 2018 and was requested to build a bespoke end-to-end program to include a raft of deployed medical services to support over 700 staff, VIPs, and talent from five international offices attending the Tokyo Summer Games.  

Crisis24 worked with the client and official event governing body to identify suitable medical facilities, establish access and financial standard operating procedures (SOPs) with contracted local partners, logistics mapping for all 28 client sites across Tokyo and other venues across Japan, and designed end-to-end medical emergency and response plans.  

Comprehensive Medical Services Delivered  

During the 2020 Summer Games, a comprehensive range of medical services was delivered to our client to ensure the health and safety of participants:  

Medical Assistance & App  

A 24/7 multilingual medical assistance service and app provided pre-event travel medical advice, while COVID-19 testing was conducted pre-departure. Onsite coordination facilitated hospital visits and referrals, supported by medical expertise for case-by-case assessments.  

Onsite Medical Services  

Onsite medical services included a dedicated client doctor, a hotel treatment room, and an international broadcast center clinic. A 24/7 on-call doctor service was available, along with a team of three individually selected physicians providing specialized care.  

Integration with Security and Crisis Planning  

Medical services were seamlessly integrated with security and crisis planning through a single assistance line with triage functionality and SOPs aligned with security provisions. A comprehensive Medical Emergency Response Plan (MERP) was developed for all worksites.

Streamlined Healthcare Access

To ensure efficient medical insurance coordination, guarantee of payments was arranged for hospitals and clinics, along with a centralized claims management process involving multiple insurers. Partnerships with key international hospitals and clinics further strengthened the medical support system. 

Results

The in-depth planning that went into supporting the client for the Games, as well as Crisis24's flexible approach, was essential to delivering a best-in-class comprehensive medical solution. Due to careful attention during the pre-deployment medical risk assessments (including the addition of COVID-19 related policies), only one emergency case was presented for the duration of the Games — the client typically reported 3-4 routine cases daily. The proven expertise, as demonstrated for two consecutive Olympics events, has positioned Crisis24 as the partner of choice for those attending large-scale events into the future.
