Crisis24’s Response to the 2023 Hamas Attack on Israel

Situational Analysis
At 06:30 local time on Oct.7, 2023, the Palestinian militant group Hamas crossed Israel’s southern border with Gaza, launching an unprecedented land, air, and sea attack against Israel. Approximately 1,200 Israelis were killed during the attack, including 220 soldiers, while more than 3,000 Israelis were injured. The next day, Israel formally declared war on Hamas.
In the days following the attack, the Crisis24 Global Operations Center (GOC) received over 100 calls for assistance. These inquiries developed into a total of 41 active crisis response cases. Our clients’ most critical requests involved immediate evacuation, assistance with border crossings, and arranging secure transportation to safe locations.
Activating Critical Event Management Response
The Crisis24 Global Operations Center activated its integrated team of in-house experts, who worked collaboratively and seamlessly to help notify and mobilize key stakeholders. All relevant internal teams received an email alert of the attack on their mobile devices, including Global Intelligence, Embedded Intelligence, Medical Assistance, Response Operations, and other Crisis Management experts. Crisis24 teams convened daily to share information and status updates, and initiate strategic protocols to support clients. This unified approach ensured streamlined efforts, avoiding duplication and minimizing strain on local resources.
Providing Immediate Outreach and Strategic Client Support
Clients received dynamic security briefs, with intelligence specific to their employees’ locations and security situations – such as the status of Ben Gurion International Airport, alternative transportation options, and shelter-in-place considerations. Crisis24 has an established footprint in the region, and having personnel available beyond “ground zero” and into neighboring countries helped speed assessment and management of client expectations on next steps.
Keeping clients safe requires keeping them informed: Crisis24 handled and created a total of 7,730 separate communications to advise, inform and coordinate with its clients, including 3,800 emails and 3,629 secure direct messages (e.g., WhatsApp).

During the unfolding crisis, Crisis24’s Global Intelligence team and Critical Event Management (CEM) platform were vital in facilitating swift, well-coordinated responses to the attack. By providing real-time threat analysis, predictive insights, and comprehensive visibility of the situation, Crisis24 enabled organizations to make informed decisions quickly. This capability allowed for immediate action, from alerting clients of imminent risks through essential mass notification systems, to coordinating evacuations and ensuring the safety of personnel. The seamless integration of intelligence and technology empowered our crisis response teams to adapt to each unique scenario with precision and efficiency, safeguarding lives and minimizing operational disruptions.

Over three weeks of continuous round-the-clock operations, our teams adapted strategies to the rapidly evolving security landscape, ensuring the safety of individuals in need of assistance. By leveraging insightful intelligence and proprietary technology platforms, Crisis24’s Critical Event Management provided 360-degree visibility of emerging threats. The integration of advanced threat intelligence, effective incident management, and reliable mass notification enabled organizations to swiftly respond to the escalating conflict, safeguarding their people and maintaining business continuity.
