Indonesia: Demonstrations possible in Papua and West Papua provinces through early February

Locals may protest in Papua and West Papua provinces, Indonesia, through early February over an allegedly racist social media post.

Warning

Event

Locals may stage demonstrations in Papua and West Papua provinces through early February to denounce an allegedly racist social media post by a supporter of President Joko Widodo. Possible rally locations include government buildings, such as provincial or city councils, and popular demonstration sites like public squares and monuments, especially in urban centers like Papua Province's Jayapura and West Papua Province's Manokwari Regency. Dozens to hundreds of people may participate in any gatherings.

Authorities will almost certainly bolster security during any action. Localized transport and business disruptions are likely during gatherings, especially if demonstrators block roads near the protest locations. Clashes could occur if police forcibly disperse any rally, or if the protesters attempt to break through security barriers. Arrests may occur during any action if officials consider any demonstration to violate coronavirus disease (COVID-19) or requirements for public gathering permits.

Context

Ambroncius Nababan, the head of a national Widodo supporters' group, made a social media post that was allegedly racist against Papuan official Natalius Pigai, after Pigai criticized the Widodo government's COVID-19 vaccination policy. The police have named Nababan a suspect for making a racist comment. Papuan people and groups have also criticized Nababan for the social media post and claimed that the incident points to Papuan's frequent experience of racism. The local leaders' forum Papuan Customary Council has appealed to the Papuan people to refrain from staging demonstrations.

Advice

Avoid any demonstrations due to possible clashes. Seek updated information from local contacts on rally plans, as organizers may not announce details in advance. Plan for road closures near any gatherings and seek alternative routes to circumvent affected areas. If any violence erupts nearby, immediately depart the area and seek shelter at a non-government building. Heed all official traffic and security advisories.
