Japan: Major blackout in central Osaka August 23

Event

Osaka prefecture, situated in southern Japan, was hit by a major blackout on Wednesday, August 23, at around 05:40 (local time). Nearly 34,000 homes and businesses were affected in Suita City, Higashiyodogawa ward, and Settsu City. Power has progressively been restored, although 2400 homes still lacked electricity at 12:30. Osaka area hospitals were affected, causing non-emergency services to be suspended until 10:30. Transportation disruptions were reported as traffic lights ceased to work; rail travel was not affected.

The blackout coincides with soaring summer heat, with temperatures nearing 35°C (95°F). The Suita municipal government has issued a heatstroke alert.

Advice

Individuals in areas affected by extreme temperatures are advised to avoid strenuous outdoor activity, to remain well-hydrated (with sugar-free, non-alcoholic beverages), to wear loose, light-colored clothing, and to remain indoors during the hottest part of the day (generally between 10:00 and 15:00). Do not hesitate to seek medical attention if displaying symptoms of heatstroke (headache, dizziness, muscle weakness, lack of sweating despite high heat, rapid heartbeat, etc.).
